We have 3 Panelists to discuss and provide insights:

• H.E. Sok Dara is Deputy Director General of the Securities and Exchange Commission of Cambodia (SECC). He is currently an advisor to the Supreme National Economic Council (SNEC), member of Technical Working Group on Financial Sector Development Strategy (FSDS), and member of advisory group to APEC FRTI.  Prior to his current positions, he was Director of Securities Intermediaries Supervision Department. He served as a member of core working group of Ministry of Economy and Finance in the purpose to establish securities market in Cambodia. Also, he has been an economics lecturer at the Royal University of Law and Economics (RULE) since 2004.  He earned his Master Degree in Economic Analysis and Decision Assessment from France. He has also successfully completed the Director Certification Program from Thai Institute of Directors.

• Dr. In Channy is the President and Group Managing Director of ACLEDA Bank Plc., a position he has held since it was established as a bank in 2000. He became a member of the Board of Directors of ACLEDA Bank Plc. in August 2014. He was one of the founders of Association of Cambodian Local Economic Development Agencies (ACLEDA) in January 1993.
  He is also Chairman of ACLEDA Bank Lao Ltd. and ACLEDA MFI Myanmar Co. Ltd., Shareholder Representative for ACLEDA Bank Lao Ltd., ACLEDA Securities Plc., ACLEDA Institute of Business, and ACLEDA MFI Myanmar Co., Ltd., and the Chairman of ACLEDA Financial Trust.
  Outside ACLEDA Bank, he is one the board members of the Entrepreneurship Development Fund (EDF), a Royal Cambodian Government established Trust. He is the Chairman of the Association of Banks in Cambodia. He also represents ACLEDA Bank Plc. as one of the Members of the World Economic Forum.
  He completed an Executive Course on Financial Institutions for Private Enterprise Development (FIPED) at Harvard University, USA in 1998. He holds a Doctorate of Business Administration and is also a Graduate of the Australian Institute of Company Directors (GAICD).
• Seng Chan Thoeun is Managing Director for SBI Royal Securities in Phnom Penh. He has been involving in the investment and advisory business for over 10 years, and directed the successful completion of several historic transactions including the IPO of Phnom Penh Water Supply, the IPO of Phnom Penh Autonomous Port, and the IPO of Sihanoukville Autonomous Port. In addition to the IPO, syndicated loan arrangement and financial advisory services, Thoeun oversaw the issuance of the first-ever corporate bond in Cambodia and completed the other 3 public issuances of corporate bonds among the 6 in total. Thoeun earned his Master’s Degree in International Finance from CERAM Business School. He passed the CFA Level 2 in 2014.
