With over 17 years of experience, Cécile Dahomé is a seasoned strategy and operations consultant specializing in driving transformative change towards sustainability. As Co-founder and CEO of Sevea since 2011, she has established the organization as a leader in designing and implementing strategies, policies, and projects across sectors such as energy, water, climate change, SME development, climate finance, and agriculture.

Sevea, based in Cambodia and operating across developing countries in Asia and Africa, stands out for its unique blend of market intelligence, operational expertise, and collective intelligence to design practical, human-centered solutions.

Cécile works across company, program, and system levels to assess and refine strategies that align with long-term socio-economic and environmental goals. Her expertise includes strategy development, market intelligence, financial advisory, and change management, delivering pragmatic solutions for ministries, regulatory agencies, utilities, private companies, NGOs, and end-users throughout Asia and Africa. She has provided business development advisory services and mobilized over $50 million in investments for SMEs operating in the sectors of clean energy, water, agriculture, and climate change, combining strategic vision with actionable implementation.

Cécile holds dual master’s degrees in engineering sciences from École Centrale Lyon (France) and Pontifícia Universidade Católica (Brazil), equipping her to deliver sustainable and transformative results across diverse contexts. Additionally, she serves as the Cambodian Country Coordinator for the Private Financing Advisory Network (PFAN) and is the Vice President of the French Foreign Trade Advisors, supporting the internationalization of French businesses.
