The Ministry of Economy and Finance has announced Prakas on the Launching of Cambodia E-invoicing System.

The purpose of establishing the E-invoicing system in Cambodia, referred to as “CamInv” is to ensure that the monitoring of invoicing activities in Cambodia is carried out with effectiveness, efficiency and accountability.

This initiative aims to introduce CamInv, a national information technology system designed for the exchange of invoices between sellers/service providers and buyers/service recipients. The system also enables the identification and verification of electronic invoices without the need for printed paper invoices, ensuring that they are legally recognized as valid evidence and digital records.

This Prakas applies to all invoicing activities in Cambodia and designated the General Department of Digital Economy of the Ministry of Economy and Finance, to oversee the management, operation, and monitoring the CamInv system.

Members of CamInv are categorized into two types. User member refers to both the seller or service provider (the creator and sender of the e-invoice) and the buyer or service recipient (the recipient of the e-invoice). Service Provider members refers to the company or institution that supplies the information technology systems and engage in negotiation with CamInv to enable interoperability with the systems of all system provider members.
