The Royal Government of Cambodia (RGC) has announced Sub-decree on “Informal Economy Registration”
This sub-decree has set out procedures for the registration of informal economy in order to identify the types of jobs, occupations, businesses and information of informal economy with the intention to support the growth of the informal economy into broader economic framework in a sustainable and resilience manner.
The sub-decree defines the informal economy as comprising legal business and occupational activities that face challenges in meeting administrative requirements, thus necessitating simplified procedures for identification.
The procedure applies to various groups, including micro-enterprises, casual workers, freelance workers, and self-employed individuals operating in the informal economy. The sub-decree also covered those employed under contracts supervised by employers, short-term or seasonal workers, as well as self-employed individuals earning income independently without employer or employees.
To address these barriers, the government has introduced the Cambodia Data Exchange (CamDX), a technology platform for secure data exchange between public and private sectors and also establishes the Coordinating Committee for Informal Economy Development as the lead agency responsible for guiding and managing the registration process.
This initiative aims to formalize the informal economy, making it more accessible to support policy frameworks, and economic growth while simplifying the registration process for workers and businesses facing administrative problem.
